Important Points when Studying Abroad

Procedures for responding to emergencies such as illness, injury, or accidents while overseas (including cases of COVID-19 infection)

If you experience an emergency such as illness, injury or accident while abroad, please follow the steps below.

★Please be sure to check this procedure carefully before traveling.

Study Abroad Handbook

When you encounter unexpected troubles overseas, such as crime prevention, health management, and illness, you will basically be responsible for resolving them yourself. Please carefully read the following precautions and the "Study Abroad Safety Guide" in the "Study Abroad Handbook" to have a safe and fruitful study abroad experience.

Overseas Student Sending Criteria

Tokyo University of Agriculture and Technology sets criteria for deciding whether to send students abroad based on the risk information on the Ministry of Foreign Affairs' overseas safety website [Overseas Safety Information].

Level 1: Take great care. Special precautions are required to avoid danger when traveling to and staying in those countries or regions. The dispatch will continue, but we will urge caution.
Level 2: Avoid non-essential travel. Please refrain from all non-essential travel to these countries and regions. If you must travel, please take special caution and sufficient safety precautions. In principle, dispatches will be canceled or postponed. Those currently dispatched will be instructed to return home.
Level 3: Do not travel.
(Travel advisory)		 Please refrain from traveling to the country or region, whatever the purpose. (In some cases, this may include a message to Japanese nationals staying in the area about the possibility of evacuation and encouraging them to prepare for it.) All deployments have been cancelled. Those currently deployed will be instructed to return home immediately.
Level 4: Evacuate. Do not travel.
(Evacuation Recommendation)		 People currently in those countries or regions should evacuate to a safe country or region. Naturally, in this situation, you should refrain from new travel for any purpose. All deployments have been cancelled. Those currently deployed will be instructed to return home immediately.

Before studying abroad

Gathering information about the study abroad destination

Make an effort to gather the latest information on the public safety situation in the area where you will be studying, crime trends and methods, hygiene conditions, information on diseases and medical care, customs and habits, local laws, and other social conditions.

Creating a contact list

In case of loss or theft of valuables or emergencies, you should create a contact list of the local embassy or consulate, local police, credit card, airline, insurance company, and university emergency contact details.

Management of valuables

Make copies of your passport, credit cards, airline tickets, traveller's cheques, insurance numbers, and other valuables and keep them in different locations in case they are lost or stolen.

If you have a chronic illness, you must complete a medical report in English or the local language and bring your regular medications with you.

Overseas Voting for Japanese National Elections

If you are a Japanese national, you can vote in national elections outside Japan.

During your studies and until you return to Japan

Local residence and location

Regardless of the length of your trip, please submit your name, destination address, and contact information online to the Japanese Embassy or Consulate General that has jurisdiction over the country or region you are staying in. In the event of an emergency, the Ministry of Foreign Affairs will be able to provide you with prompt assistance and email notifications.

◎ If your stay is more than 3 months, submit a "Residence Notification"

Please note that if you are staying in Japan for more than three months, you are required to submit a residence notification promptly under Article 16 of the Passport Law. Also, please submit a return notification when you return to your home country.

Both "Tabireji" and "Resident Registration" can be processed through the electronic registration system.

Being careful with safety issues

Avoid danger as much as possible and be aware of your surroundings and atmosphere. Do not carry valuables or large amounts of money, do not go out at night or early in the morning, avoid walking alone, do not trust others easily, and do not act recklessly (especially regarding drinking and driving), etc. Always be aware that you are in an area with completely different common sense than Japan.
